1 Introductions, apologies, substitutions and declarations of interest
1.1 At the Committee’s meeting of 6 October, Alun Davies MS was elected temporary Chair for the first four items of today’s meeting. The temporary Chair noted that for these items, apologies had been received from Delyth Jewell MS and Heledd Fychan MS. Both had been part of the recruitment panel for the post, and had therefore agreed they should not be present for items relating to the pre-appointment hearing. Sioned Williams MS substituted.
1.2 The temporary Chair welcomed Members and the witness to the meeting. Apologies were received from Carolyn Thomas MS.
2 Pre-appointment hearing for the role of Welsh Language Commissioner: Evidence session with the Welsh Government's preferred candidate
2.1 The Committee scrutinised the Welsh Government’s preferred candidate.
3 Motion under Standing Order 17.42 to resolve to exclude the public from items 4, 7 and 8
3.1 The motion was agreed.
4 Private debrief
4.1 The Committee considered the evidence heard in the session with the preferred candidate.
4.2 Due to reporting timescales the Members agreed to consider and agree the report on the pre-appointment hearing electronically. The report will be laid early next week.
5 Welsh in Education Strategic Plans (WESPS): Evidence session with Welsh medium early years, post-16 and adult learner provision
5.1 Delyth Jewell MS resumed as Chair for the remainder of the meeting and thanked Alun Davies MS for chairing the first four items. Heledd Fychan MS joined the meeting.
5.2 The Chair welcomed Sioned Williams MS and Buffy Williams MS attending from the Children, Young People, and Education Committee for its joint inquiry into Welsh in Education Strategic Plans (WESPs).
5.3 The Committee heard evidence from representatives of Mudiad Meithrin, CollegesWales, and Coleg Cymraeg Cenedlaethol.

6.1 The Committee heard evidence from representatives of local government.

7.1 The Committee considered the evidence received under items 5 and 6.

8.1 The Committee received a briefing on the Legislative Consent Memorandum on the Northern Ireland Protocol Bill.
8.2 Members considered the Legislative Consent Memorandum on the Northern Ireland Protocol Bill and agreed to write to the Business Committee in relation to its reporting deadline.
